[WM6] No Smoking Wait Cursor

This is Custom Made by by me. its basically the a No Smoking sing (for those trying to quit or are in the process or just hate smoking) as a wait cursor so it comes up whenever you have to wait for a program to load this one only works for WM6 if you guys want it for WM5 then let me know and ill do it! also This will work for WM6.1.
